EPA 609 for MVAC Work

Anyone who repairs or services a motor vehicle air conditioning system for consideration, meaning payment or bartering, must be trained and certified under Section 609 of the Clean Air Act. For a truck technician that makes 609 the gateway to every cab AC job you will ever invoice.

Why it matters on the job

Cab air conditioning fails constantly on working trucks, and the moment you connect a machine to a customer’s MVAC system for money, Section 609 applies to you. Shops check for the card at hiring because every AC ticket depends on it.

609 or 608: which system is in front of you

Section 609 covers motor vehicle air conditioning: the system cooling the cab. Section 608 covers stationary equipment and other appliances. The trap on a truck is the trailer. The refrigeration unit on a reefer is not the cab MVAC, and your 609 card does not cover it. Section 608 rules govern that work.

Off-road equipment blurs the line. An MVAC-like system on agricultural or construction machinery can be serviced under Section 609 or under Section 608 Type II, and EPA recommends 609 for it.

A concrete example

Three jobs land in one morning. A day cab with warm AC: that is MVAC, 609 required. A reefer trailer with a failing refrigeration unit: not MVAC, Section 608 rules apply. A skid steer with weak cab cooling: MVAC-like, serviceable under 609 or 608 Type II, with EPA recommending 609. One trade, three answers, and the split decides who in the shop can legally take each ticket.

Getting certified

You complete training and testing through one of the approved programs, and 82.40 sets the standards those programs must meet, including how tests are administered. There is no renewal cycle to track afterward: the card you earn is the card you keep, so keep a record of which program issued it.

Where it bites

  • “One EPA card covers all refrigerant work” is false. 609 is MVAC; 608 is everything stationary, plus the reefer.
  • Refrigerant purchase and MVAC disposal fall under Section 608 rules, even for technicians doing 609 work. The two programs interlock; know which rule you are standing under.
  • “Lifetime license” is the wrong frame. Say it the way the regulation does: no expiration or renewal is set. It reads like a small difference; in a claims dispute it is not.
